  • 08th 七月 2026, SWMS expectations and clarification of requirements

    Dear Valued Supply Chain Partner,

    As part of our ongoing commitment to health, safety, and regulatory compliance, the HSE Team would like to take this opportunity to reaffirm our expectations regarding the development, submission, and implementation of Safe Work Method Statements (SWMS) for high-risk construction activities undertaken on our sites.

    To support clarity and reduce unnecessary administrative burden, SWMS are only required for activities classified as High-Risk Construction Work. These documents are a key tool in identifying hazards and implementing effective controls. It is important that all contractors and subcontractors ensure their SWMS are both site-specific and task-specific and accurately reflect the way the work will be carried out. Please refer to the attached slide for further guidance on high-risk work relevant to our projects.

    Our expectations are outlined below:

    All SWMS must:

    • Be prepared prior to mobilisation and submitted via HammerTech for review
    (A hard copy should also be brought to site to capture any additional or emerging hazards)
    • Clearly define the scope of high-risk work, including associated hazards and control measures
    • Reference relevant plant, equipment, materials, and environmental conditions
    • Consider potential impacts of weather, including wind, rain, storms, and other conditions relevant to Cairns
    • Address applicable high-risk activities such as working at heights, crane and lifting operations, and confined spaces where relevant
    • Align with the hierarchy of controls, as well as applicable Codes of Practice and Australian Standards

    Please note that submitting a SWMS alone does not fully meet legislative requirements. We also expect that:

    • SWMS are clearly communicated to all workers involved in the task
    • Workers confirm their understanding and sign onto the SWMS via HammerTech prior to commencing work
    • SWMS are actively applied on site, rather than treated as a formality
    • Supervisors monitor compliance and take action, including stopping work, if controls are not effective
    • Where weather or site conditions change, works are reassessed and, if necessary, safely paused in accordance with the SWMS and site procedures
    Where these expectations are not met, the following actions may be taken:
    • SWMS may be rejected and returned for revision
    • Work may be stopped
    • Access to site may be restricted until compliance is achieved

    These requirements are in place to protect workers, the community, and all parties involved in our operations.

    For tasks that are not classified as high-risk construction work, a JSEA, JHA, or other suitable risk assessment is still required. However, these do not need to be uploaded to HammerTech. They should be completed and brought to site on the day of works, allowing flexibility to address any changes in conditions.

    NORSTA has experienced a recent increase in hand-related injuries across projects. In response, we’ve developed a Hand Safety Campaign to raise awareness and encourage safer practices throughout our supply chain.

    This campaign is designed to help our partners and contractors highlight the importance of hand protection, improve hazard identification during manual tasks, and reduce preventable injuries.

    We invite all supply chain partners to review, adopt, and roll out this campaign within your own business operations.
